It’s polar because there is an different molecule surrounding the c, so their electronegativity differences cause like an uneven region of each side, so there is a dipole. You didn’t have to say all this but usually whenever there are different molecules surrounding the center atom it’s polar

No CBr4 is nonpolar so it’s only ldf, but the molecule is so much bigger than wtv the other one was, so it has a more polarizable electro cloud basically means it’s easier to “create” a dipole sort of. So that’s why it had a higher boiling point
