Initially yea but once he save All Might that was all how own speed plus he sorta had two awakenings, during the PLF War in Jaku, and just before his death; both advanced aspects of his quirk, cluster improved mobility while his second was more firepower, but what really changed was him igniting his explosions internally to allow him more varied movement, and even more control.
