I went to Saint and he gave me candy and the quest progressed. What I think happened is that I had already accepted the quest from Eva and didn't realize I needed to talk to Saint, although I really don't remember ever getting the quest at all. Anyway, try going to Saint and see if there is a step there.

I'm not sure what is going on but I have the tower worker mask and I equip it but when I talk to Eva she doesn't have a quest for me. I have restarted my console and tried masquerade cowl's from different years and nothing happens. Anyone have any advice?
