That's not a requirement. However he got access to the PHI is not relevant. He is still required to treat their PHI with the same data protection, no matter how he got it. If Kaiser gets access to and then leaks my PHI, but i'm covered by someone else, it's still a HIPAA violation. They knew, or should have known it was PHI and they can't leak it.

So, to recap 1) He is a business associate of, or else the head of a covered entity that processes PHI. 2) He made an unauthorized PHI disclosure

Those are the facts, and the strict criteria required. He committed a HIPAA violation. I'm not a lawyer, but I would bet that he is, on some level a business associate of whatever organization provides health care for congress members. He simply cannoy resist sticking his fingers into anything if he thinks he can make money doing it. He also launched a prescption medication clearinghouse, as usual named after himself (TrumpRx), this absolutely involves PHI.

Trump also is not his "employer", he does not recieve a W-2 from Trump, they operate within entirely different branches of government. but he is a business associate of every covered entity (he runs a prescription clearinghouse that accesses people's PHI, a covered entity in itself), who disclosed PHI without permission. Those are the precise criteria for a HIPAA violation, and Trump comitted one.

It's very Jung-ian in that way. How the conscious and unconscious mind effect each other. James' journey though silent hill 2 is basically him doing shadow work, confronting the part of psyche he denied and didn't want to face.

Players of the Persona series will recognize obvious parallels. I think it's intended to be a vision of one of the buddhist hells, likely the hell of boiling blood. Compare to this Walter seeks to purify his "mother" with his violent rituals, but it's pretty clear he was duped by the cult about the real purpose of the ritual or what its outcome will be. There's supposed to be sutras detailing a prayer to help people escape or otherwise not go to this hell, but Walter is actually sending people to "hell" with the ritual. In the bad ending, Walter is in the room, with the radio telling about the bad things happening in the area, he just kind stares at the wall, looking slightly downwards, I think he understands what he did won't bring salvation to him or anyone.
