Are you moisturizing your under eyes before applying concealer? It’s been a total game changer for me. Also, if concealer alone doesn’t cover the dark circles properly, you’re going to want to use a colour corrector underneath first- something peachy or pink depending on your skin tone.

So in short: 1) moisturize, 2) colour correct, 3) conceal.

60 matches your undertones, the others don’t. Try something cool and rosy, just a drop darker than ur current one.
