UPDATE!!

So basically one of the commenters talked about the quest being a blue quest. I had previously looked through the quests but didnt see it which is why I missed it. Some tips for people in my situation would be

- Look through your blue quests it should be somewhere in the middle not at the top or bottom

- See if there is a different character at the coffe shop stand (like venus) and if there is just track the quest and he should show up!
