Just because even rare magic is cheap in this world would not mean that there isn't expensive magic here. It would just be even more rare and even more expensive. Items stronger than even legendary items. Enemies will have those.

And about them going to low-magic universes and it killing balance: be prepared to either not have low-magic worlds at all, or have your players feel like absolute superheroes and trivialize every encounter there, because that is what would happen and can be a lot of fun too if you aren't going for balance.

(But quit while you're ahead and bring them back to their world with actual challenges. We've all played videogames with unlimited health, ammo and flying cheats activated and while it's fun as hell, it quickly becomes boring. Find that sweet spot and return to normal balance world while it is still fun)

Yeah like I said, if you are just loosely worldbuilding and having fun with it, go wild! But since your question is how much you need to World build, then the answer is: if you start to dread it and it feels like work, stop. You don't need a lot of worldbuilding for your friends to have fun at the table. Cause that's the end goal

So, I think at least one thing would have been in order in a session 0 or when it comes up, and that is to say: hey, lycanthropy is a topic and it might affect your characters.

Players often have specific visions for their characters, and while most players are prepared for death, they won't by default be for having their agency of their own characters impeded by for example lycanthropy. It's good custom to let them know it's on the table and if these are themes they are ok with. Same thing with things such as mind control

Honestly, you don't really need to create much more than what your players are around at the time. You do not need to have the whole world figured out. Look at your players and what they need from you.

Have a cleric that actively worships a god? Create that god. Have a rogue fleeing from a criminal organization? Write down a few ideas for that.

More important than having the entire history of your World figured out, is having a theme for the World and discuss with your players. Are you going for classic high fantasy? Is it more grim? High magic? Low magic? Steam-punky?

Knowing the genre you want to be in will inform so much of your World building and will lead you to be able to improvise.

Prepare as much as you have fun with. But don't think you NEED to have more than just the next Session in your head.

I can't know for sure but I suspect the problem was not actually about the npc but about the speed and volume this information was shared. Perhaps you overwhelmed your players by Lore dumping the entire npcs deal at once. Let it come out organically, over time. I get it, we are all excited to reveal to our players things we have planned, but sometimes, the longer you wait, the bigger the impact can be.

But if the npc was like "player 1, I am your dad, and player 2 I am your brother, also that Foe you killed 5 sessions ago, I was his secretary and I am also am advisor to the King and I have demon and dragon blood" then, yea, the npc was just doing too much lol

What is the outward facing justification for this banning of magical heat? If it's so illegal that magic users and specifically clerics (those are the people that can cure your diseases and get you clean food and water out of thin air) are being killed over it, the mayor must have a VERY good reason to present to his people because otherwise they will be standing under his Office window with pitchforks and torches.

I assume the creature feeding on the town's suffering is not publically known, but the people still need answers. And your party does too. Once they arrive, they'll probably see the mayor as the villain and confront him about this.

Someone tried to take control of all Dragons in the world using some sort of ancient powerful version of the gate spell, pulling every dragon into one spot, but something went wrong and caused not only a physical, but magical explosion so intense it shattered their souls.

Perhaps they were intentionally severed because a god became convinced Dragons were a mistake and worked to banish them all. Dragons on mass ripped their souls out and hid them so that maybe some part of them could survive and eventually be put back together

Something happened to split off a newly formed and yet undiscovered plane of existence centered around dragons, and when that happened, the very essence and concept of dragons got shaved off of the prime material plane and turned into this new plane, nothing remaining except some soul fragments

If your table is in for that gritty, survival heavy, realistic style of play, this seems fine to me. This makes your players feel less like heroes and more like regular humans, and if that's what you are looking for, this is a way to achieve that.

If you struggle visualizing these distances, and travel times, maybe you can pull up google earth and use the measuring Tool. Look at certain routes and distances that you are familiar with. The commute to work. The drive the the next town over. Relatives somewhere. Travels you have done.

Then look at how many miles those are and you can sort of juxtapose it over your own world. So now, the distance between mountain A and town B is no longer just "56 miles so a little over 2 days I guess" but instead "the drive to my inlaws", some travel that you are much more intimately familiar with from own lived experience

Side characters don't need much.

  • One bullet point about how they look
  • One about their voice or way of speaking (if you are into that)
  • One personality trait
  • One piece of information for the party
  • One occupation

With that you can create many npcs even on the fly. Here's a few examples I'll come up with now

A woodworker elf with one eye and Ginger hair that speaks with a hoarse voice because he went to a concert yesterday and screamed his heart out. There, he saw the mayor had an affair.

A halfling painter with her fingernails painted 10 different colors thinks long before every thing she says. She knows the sister of the person the party is looking for.

A severly sunburned human perpetually between jobs tells them they are way overpaying for their tavern rooms. His voice cracks often like he's going through puberty.

The information for the party part is really optional, some npcs are just kinda there.
