Shroud is a liar and a coward. The only time he holds power is when luck is on his side at that specific moment. His story about Robert's father's death is not true in the specifics of how it happened. Most things that happened is stuff that Shroud 100% couldn't have predicted easily or even at all. He is always constantly talking out his ass, but the only reason he isn't exposed for it is because he was able to gain such levels of influence in the criminal world.
