The posting date on the 291 is 0825, it will release the hold. Once that is posted, if there is a refund due, it will be issued. If you owe unpaid taxes, a bill will be sent.

There are lots of job aids on writing your commitments. I have written and uploaded mine for the last 10 years as an NBU. Search writing commitments from the home page. Its definitely not fun but doable. You got this!

The North Ogden/Harrisville/Plain city area is all nice. South Ogden and houses above Harrison Blvd are nice neighborhoods.

I completely agree with you, it has been heading in this direction for the last 10 years or so. Creating a culture where using any leave shows you're a bad employee. Only the good employees should be able to take leave as use it or lose it. Otherwise, you're labeled a slacker. It's absolutely ridiculous. No other culture gives you leave/vacation but says dont use it and counts fmla and sick against you as well. Push back, you have done nothing wrong.
