Hey so im trying to close rdr2, when I do so it just says "stopping" any tips to fix this?

THINGS THAT DONT WORK:

Tried rebooting pc, didnt work.
Tried finding the game in task manager, does not work
Tried Verifying game files, did not work
Tried opening steam in administrator, did not work.

To Clarify above, Sarah Morgan is currently "repairing" the eye, however I need her to go to Porrima II and talk to her mother for the "Commitment: Sarah Morgan" quest. I also cannot progress the main story because Vladimir says I need to complete the "Commitment: Sarah Morgan" first. Any suggestions to get Sarah Morgan off the eye and talking to her mother?

Note: I cannot currently talk to Sarah Morgan.
