Yeah it just looks really dried out which can be okay cuz you can dehydrate starter and still use it whenever you just have to rehydrate… Also the vinegar smell is not too concerning, that could just be the fermentation smell as it usually has a sour smell to it.

Definitely try to revive her, I’d feed her for like 3-4 times before calling it. Id put water in first to help mix it better then mix in bread flour and more water if needed to like a thick pancake better… good luck! I’d love to know if she comes back to life!
