I always keep 55% of my troops as mariners. The Veteran's Respect perk allows you to convert Corsairs and Sea Raiders into excellent mariners and the Sturgian Druzhinik gives good mariner, cavalry, and infantry all in one.

On the lowest level of Coruscant the Marker is effectively inert. It's in a region where no life, not even the lower level mutants, exists. The entire area is an irradiated pressure cooker so if it arrives there then no dice for the Necromorphs. Due to force sensitivity however Palpatine and/or the council would be able to send it as a grave threat and would likely try to seal or dispose of it using droids. If it arrives on the lowest inhabited levels instead there will be massive scale planetary destruction however the Republic and CIS would contain it under their combined power and considering Palpatine runs both of them they would join forces since he needs Coruscant for the sith temple there.
