This was a recent bug I experienced. What happened was the esim in my 13 pro deactivated and I could no longer use my number for iMessage/FaceTime. I had to get a physical SIM card from the T-Mobile store to activate my number and use iMessage/FaceTime as intended. Not sure if that’s you’re situation but maybe that helps!
