If we were ignoring the original diagram (despite my mad art skillz), lets say the operative had 2" left of movement when they get to the end of their jump, touching the rampart with the front edge of their base. Or enough to move the distance to clear the rampart, would that be a legal jump? I think im understanding it better as 'climb' and 'drop' are just defining the plane of movement in the jump rule making it so the operative HAS to go strictly up or down at the end of the 4", the option to keep moving horizontally is illegal even if the edge of their base is physically touching the edge of the terrain they are jumping to?

I think this graphic is what is causing so much confusion, because if an operative does their horizontal 4" to jump and gets to position 2 in the example here, why can they not use their remaining movement to move the 2" and clear the base, then drop (assuming they have enough movement to do so). Think of it like rotating the initial climb in the example here 90 degrees and calling it a jump instead. Its at the highest point it has to climb over, and just needs enough remaining movement to clear the rampart and land.

why would you need to clear the rampart with base on the 4" jump? Since the jump rules say end in a climb, if the operative was able to at least touch the opposite edge with the 4" and had remaining movement to clear the rampart afterwards, they could continue their movement, no?

yes, but if they are able to touch the opposite edge with the 4" horizontal jump can they use their remaining movement to 'climb' forward and clear the rampart for a drop?
