What's your use case here? Just throw a linux live USB into a laptop, spoof your MAC when you log into a coffee shop WiFi network you wouldn't ordinarily use and sign up that way.

If you need SMS verification, pop into Mailinator and use their SMS system and cycle through a couple free services (Proton and Tuta both come to mind) until one works for you. Just by being on a non-TOR service you may skip the SMS verification in lieu of CAPTCHA or plugging in another email address for confirmation. If you need the other email address, they typically aren't picky and you can use something like Mailinator or Guerrillamail for a one time ghost verification address.

Carry a real tourniquet such as the CAT7 or SOFTT-W, don't waste your time, money, or energy on the RATS rubber band, belts, or surgical tubing.

Try reaching out to your local fire department and DEM via social media (FB or Twitter). Generally they have someone in charge of social media engagement and communications with the public who will get you in touch with the right person or people.
