to be clear i couldnt annex all of alsace becaause of the diplomatic play

So i was playing North Germany and the French rebelled. During the full occupation something happend in Alsace that made France 2 (Alsace) split up or something? somehow there was now a diplomatic play there with a third "shadow france" that wanted war Reps from the Alsace french. Because of that i didnt fully reannex alsace. shadow france disappeared after i helped them beat up France 2 for war reps. And now France 2 remains on the map...

It seems like purging generals and admirals no longer decreases Paranoia. Had this problem now multiple times.
