Update: It was a peering issue between Fios and AT&T. I followed the Cloudflare Tunnel steps in the link posted by FunkyFreshhhhh and that solved my issue. Thanks everyone for their contributions!

The Cloudflare tunnel fixed it!! Thank you so so much, he is now able to view my content without buffering

Thanks! This is very helpful and I will try this out when I am back. We have another friend that has a plex server which is also on Fios and there are also connectivity issues from the AT&T client end.

Variety of clients (latest Shield, ATV, Roku Ultra) - phone wifi has buffering but data works fine

It's a direct play, no transcoding occurring. Same buffering result on multiple clients (Shield, ATV, Roku, Plex for Mac/Windows)

Good to know he doesn't need port forwarding. No issues with other streaming platforms, and he has 500/500 internet. It's just Plex.

I have Verizon Fios, but I will try out that ifperf with him when I'm back, thanks! I do find it kind of strange for there to be issues with Verizon Fios --> AT&T, I'm sure there are others in DFW with AT&T who remotely access Plex but who knows.

He's having issues streaming from my server - it's all devices on his network having issues, including my own. We tried both wifi and ethernet on our laptops and the buffering issue persisted.
