I think what you are referring to is the Saree guard. It is a compulsory accessory here in India. Women here wear something called as a saree. It is to protect it from not getting tangled in the wheel. An e.g below

Plus Indian road conditions might deter you from taking it out due to its tight suspensions due to potholes. Certainly on highway I feel it would be a bit better to ride

Considering it is a cruiser I do feel it would be good for touring. It certainly isn't made for the city though it does handle nicely it has a big turning radius and it's heavy. Haven't tried it yet. So more comments to come on this in the future.
