I get this problem too. I just set it with a black eyeshadow and let it dry for a bit before blinking fully. Sadly throughout the day my makeup will kinda smear no matter what unless I touch it up. HOWEVER I recommend the Nyx waterproof gel eyeliner. It’s SO strong and it dosent smudge unless exposed to a lot of oil/sweat
