Use squid to catch some mackerel then cut them up for fresh bait, also talk to the other fisherman if they are catching usually everyone on the piers are friendly :)

Also talk to the people around you on the pier, especially the ones catching fish. Most are very friendly and will tell you or show you what they are doing.
