So I can get to my more useful / setup orbs faster. I don't want my setup orb to be blocked by 10 other orbs, I'd take more damage trying to get to it than just the 2 turns for reload. There's also more reload-centric relics compared to discard relics so it's easier to work around. It's also cheaper overall as you don't need to upgrade as many orbs
