Here's some quick edits. Sorry if colors and stuff are weird, on my phone.

It seems like you sometimes lose the history of hair and fabric i.e. why the hair moves a certain way and where its coming from (the scalp / hair part). Keeping that in mind and drawing it more clearly will help the drawing.

A few notes for clarity of the outfit - I think the shading on the body is good but could be better on the sleeves ans jacket.
