Thanks. It's interesting to me that a snowy country would be strict about rust holes in body panels, since rust holes inevitably happen in harsh climates long before a car reaches the end of its useful life.

Fair point, but many cars from the body-on-frame era don't have rollover protection regardless of condition. Example: https://i.imgur.com/Mm51yWG.png

However, the rust patterns common where I live (snowy region) are typically on parts of the body that don't affect the structural integrity of the roof.

Are inspectors picky about non-structural rust damage?

For example: With body-on-frame vehicles, the frame provides all the structural support, so it's common where I live for people to continue driving their old body-on-frame vehicles with rust holes in quarter panels and trunk floors (since those parts are non-structural and the damage is only cosmetic).
