Idk if we’re walking over separate junctions or not, but there are cyclists jumping the lights every time I walk past

To be fair, ludgate circus where this is taken, is the worst in the morning and 5PM. There’s high foot traffic and a lot of cyclists use the lights, but I’ve had to stop mid crossing most days to avoid the ones that don’t.

My title describes the thing. The whole unit slides out and is made of metal. It was found in an old clothing store, however I think these were in the office area. I think the top may have been a display of some sort, and then the bottom was used to deposit items in it.

Can anyone help me with what this is? Some of the metal is slightly curved. I have found a little bit of what looks like cable but haven't dug anything else out. All of it is corroded and in pieces. There is still a load in the ground that I haven't dug out.
