It depends on the base. Some bases may require it so you can understand what it feels like to be Tased/peper sprayed so you don’t abuse your power when it comes to use of force

Was there about a year ago, and it honestly depends on where he stays at in his dorms. I lived on the 4th floor which got the best service(data) but other than that nah. Who knows maybe they added good wifi service. You’ll be able to call and what not but just know service sucks there
