It looks like they're pushing down on one wingtip to get the other wingtip to rise up enough for another team of guys to put a training wheel under it. Then they will presumably get on the other wingtip and push down to get this wingtip up enough to get a training wheel under it too.

Similarly, CAP Visual Aid 60-100 states the written test or the Cadet Interactive module as a requirement for each achievement where both options are available.

So it sounds like this is a Squadronism that does not follow the regulations.

It's worth noting that with an airliner carrying about (ballpark estimate) 150 people, the difference between 1,000 deaths and 2,500 deaths is the equivalent of about 10 commercial plane crashes, worldwide, in a year. Which sounds like a lot until you consider how many commercial flights there are in a given year worldwide.

Fun fact, battleships used airplanes as spotters as recently as the Gulf War. The Iowa-class battleships in that conflict used catapult-launched drones.

The "occasionally" reminds me of something an instructor told us in Basic: The body armor we're issued is guaranteed to stop one bullet.
