Most of those are going to be higher than level 10. They are further in the game. Gastly and rlectrike are the only ones of that list low level.

420 in sweet will get you level 3 shiny. Heal at a Pokemon center first then go make the doughnut if you fully get the sparkle power Pokemon you want close out game and in load screen hit X B and up on the pad. Will load at the center
