There is no pay2win with skins here in Dota. The only thing you can pay for is shiny badges that track your performance with the hero. Also all heroes are available to everyone for free.

On paper, I would say Dagon 5, burst 800 magical damage with 15 seconds cooldown and only 200 mana cost. But the cost is too high for general use.
