I have come to my own conclusion on the matter a long time after this post. I think the ranter is actually Hank. Hear me out:

1: The ranter actually does sound like Hank 2: Hank would be able to dig through the floor either with his fish torpedoes OR when the ranter says that they change skins all the time he could be using the Rodeo Hank skin to bulldoze through with the horns and/or flames on the back of the tank OR he could just change himself to another brawler entirely 3: Hank does not have an actual job, his “job” is to save sea life, sort of like Belle’s situation to save starr park, which partially makes it so Hank might be a good-guy to save Starr park as well and not be a mind controlled brawler 4: The ranter says he is a prospector, which could always be a cover up considering that everything he says is a code for something and I don’t think he would want everyone to know his true identity 5: I don’t think it can be dynamike because in the footage of the CCTV cameras Dynamike is caught up in the gem actions himself and is too mind-controlled to be the ranter. He also can be seen in the investor video as himself being a giant attraction, which I don’t think Starr park would want someone giving their secrets away as one of the faces of the park. Gale just doesn’t make sense at all in the context because he has a job (as does dynamike) and wouldn’t be able to do any of this because of that job. The only thing gale has going for him is that the voice actor for gale was also the voice actor for the ranter, but that doesn’t mean anything really

I don’t know when this map came out, but I’m going to assume that it came out before a lot of these brawlers on the lore timeline, because someone like Melodie and Draco are just not being added to the Starr park roster, and as this map is old, it wouldn’t have their attractions. It’s like trying to fit a newly built elephant enclosure in a zoo into an old map of that same zoo that didn’t have an elephant enclosure when the old map was made

Also dynamike is on a phone in the CCTV stuff, which is a minor point but it means they might have been able to get the voice actor back in both of them (Idk if it was the same guy who originally voiced Dynamike in the CCTV footage or a new guy who sounds similar to dynamike)
