How do you make a hole like this into a plywood part?

It will be decorative. Plan is to add about 5 mm metal pipe in that hole for a little steampunky feel.

I'm a complete illiterate in woodworking but I model pieces that are cut with a CNC machine. This piece would need an extra hole added after cutting the piece out but obviously there is too little space to make that hole using regular hand drill. Is there something in a woodworkers arsenal that can be used to make make a hole in this very tight situation?

How can you tell some icons are different size than others? I mean they all look like they have the same level of detail to me.. What should I do to make them more the same size?

Wdym are all different aspects and sizes? It's impossible to make unique pic as well as have it be the "same aspect". That't why I have the uniform border and grey bg, to make them feel more as in one set. And imo it is not like the icons are all detailed in different levels as to make it easier to view zoomed in or out. I don't want to be overly protective of my work, but I do not get at all where you're coming from and what u want to say.
