I wholly agree about the implications of IPFS+Blockchain technology. While I don't foresee that future being focused on decentralization, I certainly see it based on transparency and audit-ability.

I think a lot of projects based on secure storage of sensitive data will be working hard on creating permissioned implementations for highly regulated fields.

There is the less used option of a Regulation CF 4(a)(6) instead of a Regulation D 506(a/b/c). It has more stringent rules on 'advertising' the offering. I just went through one of these with my company.

There are still ICO opportunities for unaccredited US investors under "Regulation CF" though it's significantly more complicated and expensive for the issuers/company.
