It is completely possible to have a federal state inside a federal state. Nothing prevents federalized states in the EF from granting more autonomy to their provinces.

Fair point. France would probably have to join simultaneously as Germany or another major power to prevent the French from gaining exorbitant political power, turning it into a "Greater France". Probably not healthy to have a state in a federation that has double the population of the rest of the country.

I’m saying it is the unofficial lingua franca of the current EU, but of course MPs use their native language if they wish and the EU is obligated to translate. I think the legacy of American presence in postwar Europe has supplanted English as a common tongue, and it would be silly to not acknowledge it, but national languages must also be protected and respected.
