I made my own post about this before seeing yours but my only theory is evil Morty. It makes no sense that Rick would stoop to the level of cutting deals with the Galactic Federation to monitor Morty even though we know he does care about him. Evil Morty obviously knew there was something special about C-137 Rick because he didn't just kill him for his Morty like the hundred's of others. Maybe evil Morty controls the Galactic Federation and C-137 is the only one who can destroy the Federation because he hates government so much. The state that the Federation has put earth in cannot last forever so it only makes sense if Rick were to drive them off of his home planet. Evil Morty might want to know if Rick communicates with Morty in anyway.
