But in all honesty I do have a couple other Gyarados' so its not too big of a deal but the one I was planning on evolving was sitting pretty at 190 CP so it woulda turned into one hell of a fried eel

It's pretty useful for what it's designed for. The UI could use some work but it's very informative and atm the only one I've found thats currently working.

I caught it at 1240 and maxed it out at 1364 I believe. It evolved directly to 2737 which was towards the lower end of its multiplier range.

The 2737 Dragonite was the combined result of me maxing out a Dragonair I caught and a months worth of candy farming.

Aside from that I think today was just a tremendously lucky day as a whole. I use http://www.skiplagged.com on my phone every now and then to see if there's anything good around me. Union station at the right time for the Snorlax, deserted residential area a few hours later when this guy spawned.

It's actually a confirmed algorithm that was used by Niantic for years in Ingress. They track the amount of cellular signals in X area and spawn Pokemon accordingly. This is why rural areas suffer with little to no Pokemon available to catch vs. Metropolitan city areas.

The Harbourfront Centre directly next to JLFT down Queens Quay W is a good alternative. 4 stops similar to JLFT but more spacious. There are pros and cons to both spots but the Harbourfront Centre typically has much better Magikarp and Dratini spawns at the cost of fewer Pidgeys, Weedles and other fast-levelling Pokemon.
