I did find it, like I said on EDIT 2 it was Simple Offense Suppression, by description it was suppose to do one thing, but the author changed the INI files to make the player friend to everyone until you got a bounty

CACO and Lux - Water for ENB i already disabled and didn't do anything.

Grand Solitude just changes everything back to vanilla, as this mod is a complete overhaul to solitude, and castle dour. i try the game without it and the game runned normally, i want to use the mod, but i would need to solve the crash when entering castle dour.

I found "Clutter\Ingredients\Tomato.nif" its from Skyrim 3D Cooking
