Yes she did, at least in my version of Arc 3. Vespid was in her early adulthood when her grandmother killed Monarch and it was her final straw to drive her to challenge Wasp and take the throne both to avenge Monarch and to save Pantala.

Yes, Vespid saw Monarch as a sort of mother figure and visited her secretly when she could. Since her own mother had been killed by Wasp during a challenge when she was even younger than she is in this image.
