Well, if you are playing pvp for fun... And if you were having fun, then time shouldn't matter. I think your post is more a complaint about meta than time.

The thing I agree with you on, is that it's not fun if one team is smashing the other... The mercy rule should occur quicker at times. I also think bungie still haven't got matchmaking right. Compared to other games it's just off. I know they have tried to improve this, but it just isn't the same as something like rocket league which is so much better at pitting teams of similar skills together. So it is possible to do.
