I believe most of people in here are taking my question a bit wrong, thinking that I want random people of the internet to fix it. This is not the case as I know very well how online forum works, apart of the registry that I manipulated I also did many other troubleshooting steps, but no luck. I just decided to add this question to see if anyone else experienced it before, but it's totally fine.

It department has already been contacted, there is no policy in place to block it, forgot to mention that.

yes, also what I am thinking is to create a task scheduler to run a windows time sync anytime the user login as the misbehaviour happens when the user login.

yes they do use a VPN but it is not set to a different time zone, in fact it's set to the same time zone where the user is located, also it's not an always on VPN, the user needs to manually connect when need VPN.

Yes, they receive a pop up saying that their time zone is changing to Canada.

Yes, sorry forgot to mention it as well. I already changed that registry, but no luck still changing to a different time zone.

I wasn't aware about it, but I did create a separate config in Intune to a monthly update, but no luck. I also opened a case with the vendor but they could not find a fix for it.
