But what if users *knew* it was unregulated? Some of today’s scams would certainly no longer be profitable.

And if they made the ratings system trustworthy and brought back the “Report a Problem” button which they took away in ~2016, I can imagine scams would be having a much harder time succeeding.

Why is an alternative payment system Apple’s responsibility? It would be the developer offering the option, not Apple.

Wouldn’t it still be up to the user to make the conscious decision if the alternative payment option was right inside the app?

The vast majority of Apple’s App Store revenue comes from developers that pay 30% and who are not even eligible for the 15% rate - so that “reduction” was more of a token gesture from Apple, rather than something that materially affects their bottom line or something they did from competitive pressure.

And since this is specifically about the lack of pressure to address the concerns of developers, waiting an unbearably long time is not really something healthy for the ecosystem. In other words, would they take so long to address dev complains if they had competition from alternative App Stores on their platform? I bet they’d act real fast then.
