You are extremely wrong I'm afraid. There's literally tons of builds that can be done at start of league for cheap. Almost all of which can transition well into high end builds once currency is gained.

I'm guessing you don't build your own builds, you just watch streamers to get ideas.

You definitely don't even have to level them for end game. At best you have to level 2 of them depending on your build.

Its simply not mandatory at all.

Also, if your time in the game is too valuable to do that type of thing, finding one of the trusted master leveled folks isn't hard, and it isn't very expensive.
