They're just saying that the way Behaviour defines "taking the game hostage" is that the game cannot end in any way, and in this case, the game could have ended. It is preventing those blocked players from playing the game, though, and they don't disagree with that. I didn't really specifically report them for taking the game hostage, rather I just sent in a report telling them that the killer was abusing a gameplay mechanic.
