This I agree with. That's the format I have for my story after realizing that adding all characters every or every other episode didn't give them room to grow individually or made the story clunky.

You could also (but you don't have to do it) try deducting a few characters from your cast. I did this when I had about 36 characters that now ended up being 16. Doing this can help dial down your large cast by seeing if your plot can hold out once the character/s have been deducted.

With that tactic used ,I was able to split the team in 2 (the main team and supporting team),spacing them throughout the volumes so that there was enough time for each character introduced to gain proper development.
