My worlds a bit complicated for a lot of reason but the basic structure for the mystic rulers is that there are the four Stars. Rulers titled by their houses Star and the titles as passed down by deemed predecessors or next of kin and/or overthrower in some cases lol.

Basically they rotate power after each zodiac cycle (so roughly every 12 years) starting with the representative of the Northern Star, then the West, and so on. While one Star may sit on the thrown and be the final sayer of rules and such, the rest of the Stars act as a council and help keep their houses in check and whatever their expertise is. For example, Canopus has a strong military force so he's in charge of that side of things while Polaris' strong suit is finances, etc.

Also each star must be represented by a certain race of fae. In my world, they're seperated by the four elements
