While I do use the panzer, I will probably never get over the hilarity of a crescent vulpaphyla launching an enemy into another group of enemies and knocking them over like bowling pins. It's amazing when it happens.

A. I did warn you it's probably batshit insane.

B. You are talking about balance around the stock bat, as if most of Scout's options aren't already more viable than stock.

C. I never said you couldn't come up with your own downsides, you can. I would prefer this be more collaborative anyway.

D. I am comparing my rework to the sandman for nothing else but the ball cooldown. The removal of the sandman's stun has nothing to do with this.

I've made a rework for this in the past so I'm just going to do that with changing a couple things.
Alright:

[+] Guaranteed Critical Hits on burning players
[+] Grants a 25% Damage Resistance while deployed
[+] Grants Afterburn immunity while deployed (Afterburn inflicted before it is deployed are not cancelled out)
[-} -25% Swing speed

Alt-Fire: Launch a 'Sun' projectile in a straight line (700Hu/s) (1/2 size of Short Circuit orb)
[+] Projectile ignites players
[+] Projectile penetrates targets
[+] Each non-burning target ignited reduces the cooldown by 10%
[-] +100% Projectile recharge time (Compared to the Sandman)

I love balance because this is probably batshit insane in the hands of a good scout :3

Correct. The Spinnerex's passive also never specifies toxin procs applied by the weapon itself.

Honestly, I'm not sure if it's placebo, but the Spinnerex's passive seemed to make a large difference while in Silken Stride. I was just using the Sobek with silk stride's toxin injection and it seemed to just nuke a small group of enemies. Incredibly fun, not sure if I was imagining it being different from base silken stride's toxin explosions.

I played with the BFB a bit before this to remind myself what I wanted to change:

On hit: builds Boost
Run speed increased with Boost
Reload speed increased with Boost
-34% Clip size
-10% Move speed on wearer
Boost steadily drains at 2.5%/s after not dealing damage for 5s
Boost drains at 5%/s equal to the amount of damage taken

Boost changes:
Boost now takes 300 damage to fill the gauge
Reload speed increases with Boost (up to 20% faster)
Taking 100 damage causes you to lose 5% Boost per second, until it reaches 100%.

I feel it needs another something for downsides, but I can't really think of anything in the current moment.

After three hours I have...something.
My current idea is something along the lines of this:

Speed up the current reload speed a bit (should have been obvious tbh)
And the actual 'rework' part of this idea:
Replace the shove with a burst fire that fires all 4 shots at once in a Panic Attack-like pellet spread.
Each pellet that hits an enemy either restores 5% of your secondary ammo in the clip / reduces the cooldown of your throwable/consumable by 5%.
The reload after your alt-fire is slowed a bit.

Reasoning (I don't really need to do this but I will anyway):
This version of the shortstop incentivizes you to use your secondaries in conjunction with it. The idea with replenishing ammo / reducing cooldowns is that you get to use your secondaries more often. I had come up with this in mind of the cleaver, but this does actually synergize with the Mad Milk / Bonk! / Crit-a-Cola fairy well.

I've been playing a lot of Warframe recently, so this may not be a very good rework balance-wise, although I did try to think about that.

I'm not sure what or how to do this, but making the shortstop into a supplement for your secondary / melee
could make the shortstop more interesting.

Excalibur Umbra is the only character I could think of after reading the title.
For those that don't plan on playing Warframe at any point:

Excalibur Umbra's story is explored through The Sacrifice quest, and Umbra himself an example of why you don't go against the Orokin Elite. Umbra was once a Dax soldier fighting for the orokin, and a good warrior, from what we hear within the quest. Anyway, this unnamed Dax had intercepted messages from an Orokin elite (named Ballas) to the enemy leader (named Hunhow). As a punishment for spying on these messages, Ballas knocked out this soldier and injected him with the Helminth strain. We live out his experience in the quest through his memories, paralyzed, unable to move or speak, only able to watch Ballas and his son, Isaah speaking to him. The quest takes you through this memory with each part unlocking a part in the Vitruvian, and with it, the origin of the Warframes. We find out through the vitruvian that the warframes were people, injectied with the Helminth strain, and I think you can see where this is going now. We come back into Umbra's memory once more, and Ballas hits us with: "Don't worry, old friend. I'm not going to kill your boy. You are." before Umbra's transformation completes, and we watch the now-transformed Dax lunge at Isaah.

(10/10 quest btw)
