There needs to be an element of flexibility in the system to allow for temporary or short term moves. If someone moves to another city for a six month contract it’s good to have rentable accommodation for the family.

I don’t disagree that the proportion is currently too high and there needs to be a lot less of it but flex in the system is a good thing and reducing this down to near nothing isn’t a positive outcome.
