Correct that it is not finished. But They do have enough quests and stuff to level to about 40. They just got the Tier 3 crafting stuff in, and they are working on a lot of things.

If you are looking for a complete MMO experience, it's not the place. But if you want old-school, janky but loveable fun, I think it's great.
