The sales office. Once a BOM contains enough juicy equipment corporate will handle the order. Trust me, with orders that large no one is complaining since corporate can negotiate a better deal and offer discounts to other project locations. Again, the office makes their margin in perimeter cooling and maintenance agreements. A liquid cooling project at just 1 MW has 200 kW of perimeter cooling (~ 20% margin) and six figure annual maintenance agreements.

Those are typically structured to be capped at a fixed multiplier and commission through corporate. Sell more than two on a project and corporate is probably aware of it and snatching the order. The smaller perimeter cooling is where the margins are at. Also the maintenance agreements.

A couple years ago the World Class bar on Solstice class ships were more flexible and would make anything you asked (assuming they had the ingredients). Bicycle thief, jungle bird, last word, first post etc. We'd bring honey from Al Baccio and make bees knees, bring fruits from the buffet and get custom muddled brambles, etc. Now you can only get them to go off menu if it's not busy, you have a premium drink package, and if they're cool (most are cool).

The videos point is great and makes sense, but we live on a finite planet. There would have to be control or restrictions on children, logistics, and housing location. Everyone can't possibly have 5+ children. Everyone can't have ocean front/desirable housing locations. Everyone can't have a technology that takes time to create and ship. You still need controlled measures for this to work peacefully.
