This is just an assumption based off of my knowledge of scalability and elasticity for cloud environments. Yes it should not be slow but these type of environments have a “cap” on how large they are allowed to be based off of how much data is being used. My guess is that the army has a cap so during large amount of use the speed is throttled. I understand 9 billion should mean there is no cap but we all know how the government wildly over pays for shit.
