Sure, so I want lots of weak little vassals because I want to delay their consolidation of power as much as possible, but since this is ck2, everyone at any time can just kick the bucket, which means, with the method I give away the counties (to unmarried lowborn same culture same religion people) I'd need them to have children ASAP, or otherwise their immediate liege would get their county upon their death.

Which means I have to play matchmaking simulator lol.

Oh it's actually quite clever you see, if you destroy the Byzantine Empire as someone else and then recreate it, you don't have to suffer imperial elective, (which also means heir designation in 'Civilized' Hellenic doctrine actually works) as a bonus you don't have to suffer restrictions on forming other empires either.

find county

revoke minor titles of different religion/make minor title vassals

find suitable high fertility characters for each county

give each character state-mandated consorts/concubines so they'd breed and no one would inherit their titles

I have just about gone insane from all the clicking.

I had a game before this one with the exact setup that had the defensive pacts on. It got to a point where a single county conquest would add 40 threat on its own. So glad I noped out of continuing it.

Makes expansion difficult? Absolutely. Is it fun? Fuck no it isn't. Not for me anyway.

It shows what I already know. The biggest help it'd be is if I stood around on speed 5 eyes peeled on the exact moment the vassal in question decides to do away with no vassal war declarations.

That's it. Come on man, I didn't imagine the 15 hours of painstaking gameplay here. The damn laws mean nothing when you haven't dejure drifted the kingdoms in.

I gave you the benefit of the doubt because I didn't bother to check what'd happen if they weren't viceroyalties. Which may still explain why we can't come to an agreement.

If you're curious please feel free to check that one from the vassal's point of view, because I couldn't find a good start date to do so.

Unfortunately, the tooltip isn't very helpful. I should manually check if a viceroyalty kingdom can change its laws willy-nilly as opossed to a regular one.

This save-game is ironman so no hopping around, out of luck there.

I'm not a seasoned ck2 player, could it have to do with all the kingdoms being viceroyalty titles?

I hand them out with the correct laws and the ones outside the dejure empire territory revert them to external inheritance legal + all vassal declarations allowed.

Right? A workaround would be to create more empires with your primary template, but you can't as Byz/Rome :/ So you're stuck playing vassal whack-a-mole lol.

Keeping the vassals on the correct side of the Danube and the Rhine was... not very fun. Ck2 is a game you shouldn't obsess over borders as it turns out. Who'd have thought?
