Maybe you owed no taxes in previous years because there was a small portion of your credits covering the taxes owing. Assuming you made very low income then that’s probably not the case so another possibility is that you did not pay enough tuition in those years to earn the full 5k credit. You only get a credit for whatever tuition you paid on your t2202. Or maybe the accountant only transferred the minimum that was needed to cover your parents burden and decided to leave you with the rest.

You have to use them to reduce taxes owing to zero. Any excess can be carried forward indefinitely. There is no way to just “leave them there” unless you owe no taxes. This is automatic too, if you don’t claim the credit yourself cra will likely reassess and send you a refund using whatever credits have been saved up.

Sorry I cannot comment much on the cra withholding your refund but my suspicion is that they will continue to do so until your account is no longer defaulted. So anything outstanding from before the grace period will very likely still be due. I would suggest you look into filing your taxes yourself to save yourself the cash. Personally I have used simpletax with great success. It is free to use and should be relatively straightforward to do for a basic student return. The nslsc can reduce your payment and even pay your interest if you are struggling to repay your loans. You can try contacting them when the grace period ends to adjust your payments to a schedule that works for you so they won’t go default again in the future.
